Saint-Damien-de-Brandon, QC - A $12,024 Green Municipal Fund grant has been provided to the Municipality of Saint-Damien-de-Brandon to conduct a Phase II Environmental Site Assessment (ESA) and develop a remediation plan for a 415,820 square foot contaminated property adjacent to City Hall. A sawmill and wood preserving plant once occupied the land. The Phase II ESA will help define the remediation required prior to redevelopment of the property.

Approximately twenty-two test pits will be excavated during the feasibility study. Soil samples will be analyzed for one or more of the following compounds: petroleum hydrocarbons, polycyclic aromatic hydrocarbons, volatile organic compounds, phenol compounds, ethylene glycols and metals. In addition, four groundwater observation wells will be drilled and groundwater samples will be collected and analyzed.

"The remediation of this site is a turning point for our town," said Mayor C Deline Tremblay. "It is a decisive step in erasing the environmental liability that has plagued the heart of our village and it opens the door to new residential developments that will have a major fiscal, environmental, social and economic impact locally. In these times of very tight municipal budgets, the assistance of the Green Municipal Fund is extremely useful."

Remediation of the site will seek to maximize the potential for residential land use and will correspond to the Minist Gere de l'Environnement et de la Faune Class B decontamination standards. In its tender for the eventual capital installation project, the Municipality will include specific energy efficiency criteria including building insulation, heating and lighting, as well as water efficiency.

The Government of Canada has endowed the Federation of Canadian Municipalities with $550 million to establish and manage the Green Municipal Fund. The Fund supports partnerships and leveraging of both public and private sector funding to reach higher standards of air, water and soil quality, and climate protection.
