
Development of a Protocol on Soil Vapour Monitoring - Requests for Proposals 08/23/2007

Ottawa, ON - The Canadian Council of Ministers of the Environment (CCME) is the major intergovernmental forum in Canada for discussion and joint action on environmental issues of national concern. The 14 member governments work as partners in developing nationally consistent environmental standards and practices.
The Soil Quality Guidelines Task Group (SQGTG) of CCME is responsible for the development of Canadian Soil Quality Guidelines and for providing national tools for the classification of contaminated sites.
The CCME protocol for the development of Canadian Soil Quality Guidelines includes a model for estimating risk due to exposure to volatile organic compounds (VOC) through the vapour inhalation pathway. Actual risk, however, may vary from site to site due to differences in predicted and actual VOC vapour concentrations in the soil.
Therefore, under the guidelines, an option will need to be developed to assess risk based on a site-specific vapour monitoring protocol. Several jurisdictions in Canada have recently developed guidance on soil vapour monitoring. The SQGTG identified a need for a national protocol that will facilitate a consistent approach to soil vapour monitoring across Canada.
The Contractor will review existing guidance from relevant jurisdictions (some examples, but not limited to: CCME, AENV, U.S. EPA, Ontario, British Columbia, Health Canada, Atlantic PIRI, American Petroleum Institute) to support the development of a CCME protocol on soil vapour monitoring. The Contractor will develop a scoping document, including recommendations based on generally accepted practices, SQGTG suggestions, and the Contractor’s expertise.
The scoping document will give a clear understanding of the principles and generally accepted practices for developing a soil vapour monitoring program and to assess risk from VOC vapour associated with soil or groundwater contamination. The contractor will concentrate on vapour monitoring in the soil or groundwater media as opposed to monitoring at the surface or within the building structure. The contractor will include methods, interpretation and evaluation of data, and reporting.
